Prevent New Time Entries on Closed Matters (Including WiseTime Integration)

We would like to request functionality that prevents users and integrations from adding new time entries to a matter once it has been marked as closed.
Currently, even after a matter is closed in Lawcus, time entries can still be created—particularly through the WiseTime integration. This is causing issues with billing accuracy, as time is being logged to matters that should no longer accept billable entries.
Requested Behavior:
Once a matter is marked as Closed, no new time entries should be allowed.
This restriction should apply to all sources, including Manual time entries and WiseTime integration
Ideally, this could be:
A system-wide setting, or
A configurable option at the firm or matter level
